Without power in the city the only option is to take the stairs. Quietly you check the doors at each floor and find them locked. Finally the stairs end and the last door reads "roof access". You try the door only to find it's also locked. There is also some sort of ventilation screen. You remove the screen and it appears there's room to crawl. This could get you outside to the rooftop.
